discretionary — freely chosen, at one’s own discretion
"me" — if I purchased this package, then I decide myself. But perhaps this word refers to the person who wrote the text?

I find myself between two perspectives: that of the person who wrote it and that of the person reading it.
Therefore, when I read this text, I understood the information from my own perspective. I perceived what was written as referring to "my own" text. But perhaps the author wrote in the first person, and it should be understood that this package is intended for the author’s purposes—that is, the person who wrote it decides where this money can be used and for which specific activities.
What I mean is that I had bought packages before (a 5,000 package was also available a year ago), and I used the money somehow. But for some reason, I can’t seem to do that now.
